EpiC Kazakhstan Government Liaison Manager

Position Summary

The EpiC Kazakhstan Government Liaison Manager serves as the primary point of contact between the project and various government entities at the local, regional, and national levels. The role involves developing and maintaining positive relationships with government officials and policymakers, monitoring legislative and regulatory developments for health and related areas, analyzing their impact on the project, and providing strategic advice and guidance to the project leadership. Reporting to the Associate Director for Global Health Security, the Government Liaison Manager will play a critical role in advocating for the project's interests, influencing public policy decisions, and ensuring compliance with relevant laws and regulations.

Position Responsibilities:

• Relationship Management: Build and maintain strong relationships with government officials, agencies, and policymakers at various levels to promote a positive and productive partnership.

• Policy Monitoring: Track legislative and regulatory proposals, initiatives, and developments that may impact the project. Analyze their potential implications and communicate findings and recommendations to the project leadership.

• Advocacy: Engage in advocacy activities, including providing expert testimony, preparing position papers, and participating in health-related policy discussions.

• Government Engagement: Coordinate meetings, briefings, and events with government officials to discuss the project's initiatives, seek support, and address concerns. Represent the project in government-related forums and conferences.

• Compliance: Ensure compliance with all relevant laws, regulations, and reporting requirements. Stay updated on changes in legislation and regulations and advise the project leadership on necessary adjustments or actions.

• Strategic Advice: Provide strategic advice and recommendations to the project leadership on government affairs and public policy matters, including potential risks and opportunities.

• Internal Collaboration: Collaborate with cross-functional teams, including programs, strategic information, communications, to align messaging and activities, ensuring a unified approach towards government engagement.

• Stakeholder Communication: Communicate effectively with internal and external stakeholders, keeping them informed about government affairs activities, potential impacts, and opportunities for engagement.

• Performs other duties as assigned.

Minimum Qualifications: 

• Minimum bachelor's degree in public health, international development, political science, public policy, government relations, or a related field. Advanced degrees are preferred.

• Minimum five years of experience in government relations, public affairs, or a related field, preferably in a nonprofit setting.

• Demonstrated experience working within government health structures and legislative processes and on public policy development.

• Strong network of contacts within government agencies, specifically within the Ministry of Health and a demonstrated ability to build relationships with policymakers.

• Excellent analytical and critical thinking skills, with the ability to assess the impact of legislative and regulatory changes on our organization.

• Effective advocacy and lobbying skills, including the ability to articulate complex issues clearly and persuasively.

• Exceptional communication skills, both verbal and written, with the ability to adapt messaging for various audiences.

• Strong organizational skills and the ability to manage multiple projects simultaneously in a fast-paced environment.

• Integrity, professionalism, and discretion when handling sensitive or confidential information.

• Familiarity with industry-specific regulations and compliance requirements is a plus.

• Demonstrated experience working independently with initiative to manage high volume workflow, being responsive to partners and donors, and troubleshooting issues.

• Russian language fluency required; English and Kazakh fluency preferred.

Travel Requirements:

• Up to 50%, mostly within Kazakhstan 

The position is open to Kazakh residents only and will be based in Astana (preferably) or Almaty, Kazakhstan.
