Construction Manager

Position Overview:

We are seeking a highly skilled and experienced Construction Manager / Chief Project Engineer to lead and coordinate all aspects of construction and engineering for an upcoming project in Almaty. This hybrid role combines the on-site leadership of a construction manager with the technical oversight and coordination responsibilities of a chief project engineer. The successful candidate will ensure that all construction and engineering activities meet design specifications, technical standards, schedules, and budget requirements.

Key Responsibilities

Construction Management Duties:

• Lead and manage all aspects of the construction project, including planning, scheduling, budgeting, resource allocation, and subcontractor management.

• Ensure compliance with project specifications, drawings, codes, standards, and regulatory requirements.

• Develop and implement construction plans, schedules, and budgets in coordination with project stakeholders.

• Monitor construction progress, identify potential risks or issues, and implement corrective actions as necessary to maintain project schedule and budget.

• Coordinate and communicate effectively with project team members, subcontractors, suppliers, and other stakeholders to ensure smooth execution of construction activities.

• Manage site safety and ensure compliance with health, safety, and environmental regulations and company policies.

• Conduct regular site inspections and quality control checks to verify workmanship and adherence to quality standards.

• Prepare and maintain accurate project documentation, including progress reports, daily logs, and change orders.

• Provide leadership, guidance, and support to the construction team, fostering a collaborative and productive work environment.

Chief Project Engineer Duties:

• Coordinate multidisciplinary engineering teams (civil, mechanical, electrical, etc.) during all project phases.

• Review and validate technical documentation: drawings, design packages, and specifications.

• Interface with design teams and contractors to ensure technical alignment and resolve issues.

• Ensure compliance with local regulations, industry codes, and company standards.

• Participate in value engineering, constructability reviews, and change management processes.

• Provide technical support and oversight during procurement of equipment and materials.

• Lead the handover and commissioning phases by validating technical deliverables.

Required Qualifications:

• Bachelor's degree in Civil Engineering, Industrial Engineering, Construction Management, or related field. Master's degree is an advantage.

• Proven experience (minimum 7–10 years) in both construction management and engineering leadership roles, preferably on industrial or large-scale commercial projects.

• Deep knowledge of construction techniques, technical design standards, and multidisciplinary coordination.

• Valid certification or attestation as a Chief Project Engineer (Главный инженер проекта) – mandatory.

• Proficiency with project and construction management tools (MS Project, AutoCAD, Navisworks, etc.).

• Excellent organizational, leadership, and communication skills.

• Strong decision-making and analytical capabilities.

• Fluency in English and Russian is required; proficiency in Kazakh is a plus.

• Strong understanding of health, safety, and environmental regulations.

• Ability to lead teams across different disciplines and drive performance in a collaborative setting.
