In Uzbekistan we are currently looking for an experienced Site based EHS Manager to join our team. Context:

As our EHS Manager, you will provide support and facilitate the implementation of the company's EHS&Q Management System and national legislation across all of the business by providing timely, accurate and pertinent EHS support including: training, BSP coaching, site-work risk assessments, accident and incident investigation and its processes, environmental compliance advice; introducing new standards and processes where needed, proactive issue management which will affect the EH&S management system together with review of, and assistance in applying, safe systems of work.

Success in this position is dependent on strong interpersonal and influencing skills, sound judgement, operational and technical credibility, initiative, hands on mentality, implementing change, together with a good understanding of the products, processes, markets and businesses served.

You will be based at our site in Karakul, Bukhara (Uzbekistan). You will report to the Project Director and have a Safety Team of 10 direct reports.

Your role:

You will provide timely, accurate and relevant EHS&Q specialist advice and site support of which your main responsibilities include but not limited to: Develop and implement a dedicated safety program for significant “safety culture” improvement. Manage day to day work on Construction Contractor site safety issues to resolve, improve overall conditions, maintain high level of safety. Facilitate the implementation of new or revised Global or local company EHS&Q Standards and training materials; to participate when requested in the revision of the Global material. Implement all standards and requirements (like ISO9000) and assist in HAZOP and safety requirements with new production developments. Lead and assist Line Management to ensure that all incidents are adequately investigated, and effective corrective actions are implemented. For High Significance incidents engage personally and directly with RCA team to ensure thorough and consistent approach, especially regarding behavioural safety - individual Performance Factors. When requested, represent AP-UZ and participate in working groups of external industry associations. Provide aid and support as a Subject Matter Expert in nominated specialist H&S topics to teams within AP MTO. When requested, work with the commercial, engineering and marketing teams to ensure that new products, applications and initiatives comply with global and local Company standards and legislation, and that all aspects of their operational implementation (including customer environments and shared responsibilities) are fully considered and addressed. Develop safety initiatives to address observed trends in incident or other safety data and manage their implementation develops and implements proactive initiatives to reduce and prevent accidents, occupational illnesses, and exposure to long-term health hazards ultimately ensuring that the overall site environment effectively provides the right place to work. Participating in the EH&S self-assessment and Audit process and, together with Line Management, identify and implement preventive or corrective actions arising from those audits. Monitor and interpret new and emerging EH&S legislation, and industry codes of practice that impact on existing (and where advised, on future potential) AP activities. Work with Business-, Line- and Site Managers on further implementation of the elements of the Behavioural Safety programs so that teams and plants can make the next steps in their Safety Journey. Improve the plant team’s ability to act independently in relation to EHS&Q. Ensure that the Quality management processes are working as per standard and adjust the quality-organisation to optimise quality management against the AP requirements. The EHS Manager is expected to be able to operate independently and able to take decisions where appropriate. Manage the EHS team effectively and to the company’s requirements.

Your profile:

Proven experience is required, working in working independently in an EHS support or functional role. Engineering background and Bachelor’s degree is preferred or equivalent qualification with demonstrated relevant technical experience. Good understanding of 1-2 additional Health & Safety specialist subjects such as Pressure Systems, Mechanical Integrity, Confined Space entry, Working at Height, Cranes and Lifting. Good understanding of the principles of Change Management and in principle anthropology, in relation to ensure the EHS message reach all target audiences. In depth understanding of relevant legislation such as Environmental, labor and dangerous goods management. A broad knowledge of EHS management systems and of the processes, technologies and equipment in use on industrial sites and their potential hazards is essential. Excellent communication and influencing skills are a major requirement for the job holder. Good command / effective operational proficiency in both Russian and English language, Uzbek language skills are advantageous.
